Several steps can resolve purchase issues:
Check whether Restrictions are enabled on your device (Settings > General > Restrictions) and allow access to the iTunes Store and In‑App Purchases
Verify that you are using the same Apple ID on iTunes & App Store
Try logging into iCloud online and update payment details.
Sign out of iTunes, restart your device and sign back in.
Open your Apple ID profile, re‑enter the security code and tap Done
